The market

The biggest customer in the country also buys from small businesses.

And it's not a favor. By law, the federal government has a goal of awarding 23% of its contract dollars to small businesses, and it has beaten that goal three years in a row. The goal is a government target, not a guarantee for any business. Source: Congressional Research Service

      Hispanic-owned businesses

Hispanic-owned businesses already sell nearly $10 billion a year to the government.

This isn't theory. These are owners who did the paperwork, showed up to compete, and get paid today. And there's still much more to win.

      Why now

Half as many small businesses compete today as in 2010.

The $179 billion is still there. What dropped is the number of small businesses showing up to compete for it.

Same money, shorter line. Those still in line get a bigger share.

      Rules in your favor

Five government rules that work in a small business's favor.

These aren't our promises. They're written into law and public budgets, and each one has a source you can check.

      $15,000

Above this amount, purchases are set aside for small businesses.

If the contracting officer expects offers from at least two small businesses, the federal purchase is reserved for them alone. Large companies can't compete. The threshold rose from $10,000 to $15,000 on October 1, 2025, and purchases up to $350,000 follow simplified procedures.

Flows to small businesses every year through subcontracts.

Every federal contract over $900,000 requires a plan to subcontract to small businesses. Working under a large prime contractor is the most realistic way in for a new business.

      30 days

The legal deadline to pay a proper invoice.

If the government pays late, it owes you interest: 4.75% a year from July through December 2026. And small businesses can be paid before the deadline.

That's nearly double a typical month. Agencies rush to spend before September 30, and they only buy from vendors who are already registered. That's why it pays to start the process months ahead.

      The real obstacle

You're not losing out on price or quality. You're losing out on paperwork.

Registrations, codes, portals, and certifications full of technical jargon nobody ever explained to you. Here's what it looks like from the outside:

With StellaGovWorks, that mess becomes a checklist with an order, deadlines, and someone accountable. You run the business; we handle the process.

Bilingual consulting. We explain every step in English or Spanish and submit everything the way agencies require it.

      Requirements and certifications

Two things decide whether you get in: a current Sunbiz record and the right certification.

This is where businesses lose the most money simply by not knowing the rules. And where the rules have changed in your favor.

      Sunbiz: the foundation of everything

It's Florida's official business registry. Before looking at your bid, the government checks whether your business shows up there as active.

      • The annual report is due between January 1 and May 1.
      • If it isn't filed, the state dissolves the business in September.
      • Your name, address, and owners must match the IRS and SAM.gov. A single different letter can stall your registration.

What about minority certification? Here's what it's worth today.

Here's what each group received in federal prime contracts in a single year, fiscal 2025:
